Long An strives for 100% operational industrial clusters to have synchronized infrastructure by 2025

Long An Province has recently issued a plan for the management and development of industrial clusters in 2025, aiming to concretize major national and provincial policies on industrial and handicraft development for the 2021–2030 period, with a vision to 2050.

Long An currently has 17 industrial clusters in operation.

The plan aligns with the provincial development scheme for industrial clusters for the 2021–2030 period, with a vision to 2050, which was approved by the Prime Minister in 2023 and implemented by the provincial People’s Committee on July 15, 2024.

Accordingly, Long An will focus on detailing mechanisms and support policies, resolving obstacles to investment, and boosting efforts to attract infrastructure development investment in industrial clusters. This aims to meet the demands of industrial and handicraft production while addressing environmental pollution issues.

By the end of 2025, the province targets the following goals: 100% of operational industrial clusters to have fully synchronized technical infrastructure and be managed under legal regulations; 100% of industrial clusters to develop and implement management regulations on the provision of public services and shared utilities.

In addition, the province aims to complete the centralized wastewater treatment system at Hoang Gia Industrial Cluster, finalize procedures, and begin infrastructure construction for 2 to 5 new industrial clusters; establish 5 new industrial clusters by the end of 2025.

The provincial People’s Committee has mandated that industrial cluster investors fully comply with their responsibilities in implementing infrastructure investment projects according to the establishment decisions and approved detailed plans, ensuring progress and construction quality.

For operational clusters, investors are required to develop and approve regulations on the management of public services, utility provision, infrastructure service pricing, and wastewater treatment fees in line with legal standards. Regular maintenance, upgrades, and strict management of secondary investors' activities are also emphasized.

Investors are also encouraged to actively promote and attract investment projects within industrial clusters based on approved plans and sectors, prioritizing those utilizing new technologies, high-tech solutions, and traditional craft village businesses, while minimizing environmental pollution. Furthermore, they are expected to coordinate in providing data on businesses operating in the clusters and support digital transformation efforts as outlined in the province’s development plan.

According to the provincial report, Long An has planned 72 industrial clusters, of which 17 are operational (covering 857 hectares), 27 are in the process of completing investment procedures and technical infrastructure development (1,324 hectares), and 28 are newly planned for the 2021–2030 period (1,808 hectares). The currently operating industrial clusters have an occupancy rate of up to 84.21%./.
