Reporter: How did the 4th outbreak of Covid-19 affect the tax revenue, sir?

Mr. Nguyen Van Thuy: The strong outbreak of the 4th Covid-19 epidemic has made the state budget revenue decrease sharply due to the situation of production and trade being suspended or the scale of operations in the country has been reduced in the context of implementing the directions of the Government and the Provincial People's Committee on the Covid-19 prevention and control, along with deploying and implementing policies to remove difficulties for production, trade and ensure social security.

Specifically, in the first five months of 2021, the average monthly state budget revenue is over 1,500 billion VND. On average, in June and July, the revenue decreased to more than 900 billion VND per month. In August, the revenue was only 400 billion VND; By September, it decreased to 347 billion VND. It is forecast that the province's economic situation in the last months of 2021 will face many difficulties, affecting the budget revenue greatly.

Reporter: What companionship and support does the tax sector support to help taxpayers overcome the difficult period due to the impact of the epidemic?

Mr. Nguyen Van Thuy: In order to timely remove and support difficulties for businesses and people, recover and promote production and trade, the Provincial Tax Department has directed the whole sector to implement smoothly, quickly and promptly supporting policies on extension of time for paying tax and land rent; exemption and reduction of taxes, fees, charges and land rents issued by the Government and the Ministry of Finance to support businesses and people affected by the Covid-19 epidemic.

Specifically, the Department of Taxation regularly and effectively coordinates with provincial departments, branches, People's Committees of districts, town and city to promptly advise and implement policies to support employees and employers according to Resolution No. 68/NQ-CP, Resolution No. 126/NQ-CP, dated October 8, 2021 amending and supplementing Resolution No. 68/NQ-CP and Decision No. 23/2021/QD-TTg ; promptly remove difficulties in production and trade. To support this work, the Tax Department actively propagates and announces support policies to business households in the area, and at the same time, the Tax Department coordinates to provide the People's Committees of communes, wards and townlets with a list business households in the province so that the locality can proactively grasp the list in advance.

According to the Tax Department's report, the province is expected to have about 25,000 households eligible for support with a total amount of about 75 billion VND. However, due to the policy issued in the context that the province is implementing social distancing according to Directive 16, most business households have not sent a complete application to the People's Committee of communes, wards and townlets. As of October 15, 2021, the total number of applications received by the Commune People's Committee is 9,262; the number of households proposed by the Commune People's Committee is 7,156 households; the number of households of the Tax Department appraised and submitted to the District People's Committee is 5,912 households; the number of households of the district People's Committee submitted to the province is 3,285 households; 407 householdswere received subsidies from the provincial People's Committee.

Timely solve the tax exemption, reduction and adjustment of tax amounts for business households paying presumptive tax. Actively support businesses that need to borrow capital to pay wages to employees due to the impact of the Covid-19 epidemic or when reproducing, according to regulations, the disbursement dossier must have a copy of the corporate income tax finalization issued by the tax authority.

In order to promptly support businesses, the Tax Department has issued a document directing the entire system to immediately provide a copy of the enterprise's 2020 corporate income tax finalization if it receives a request, ensuring smooth and without problems. Implement and well implement Decree No. 52/2021/ND-CP of the Government on the extension of tax payment and land rent in 2021.

As of October 15, 2021, the Tax sector has received applications for extension of tax arising from 3,544 taxpayers with a total amount of 621,618 billion VND, of which 1,821 businesses have applied for an extension with an amount of 602,602 billion VND and 1,723 business households applied for the extension with the amount of 19,016 billion VND.

In addition, the tax sector has stepped up reform of administrative procedures, modernization and electronicization at all stages of tax administration, from registration, declaration and payment to tax refund, risk management, tax debt management. Strengthen dialogue, receive opinions of businesses, focus on solving and promptly solving difficulties and problems for the business community and taxpayers, creating maximum convenience for taxpayers; improve the business environment, create favorable conditions for enterprises to develop stably and firmly, attract investment, increase new production capacity, promote economic growth, create a premise to increase revenue for State budget.

In order to remove difficulties for taxpayers affected by the Covid-19 epidemic during the implementation of social distancing, it is not possible to submit tax returns within the prescribed time, the Tax Department actively researched and proposed Report to the General Department of Taxation to consider not sanctioning taxpayers' delay in submitting tax declaration dossiers during the period of implementing social distancing in accordance with Directive 16/CT-TTg of the PM and has been approved by the General Department of Taxation.

Since then, the Tax Department has issued a document to inform taxpayers for peace of mind in the declaration; at the same time, deploy and thoroughly understand in the tax system to implement consistently and in accordance with regulations to support taxpayers.

Reporter: Can you tell us the results of state budget revenue up to now?

Mr. Nguyen Van Thuy: As of October 22, 2021, the state budget revenue is 10,475 billion VND, reaching 86.1 percent of the central estimate, reaching 83.2 percent of the local estimate and equaling 97.7 percent over the same period. Balanced revenue is 7,088 billion VND, reaching 77.5 percent of the central estimate, reaching 75.5 percent of the local estimate and equaling 95.4 percent over the same period.

Reporter: To complete the state budget revenue estimate assigned by the superior, from now until the end of the year, what will the provincial Tax Department do?

Mr. Nguyen Van Thuy: With the goal of accompanying taxpayers to create conditions for production and trade recovery, fully implementing tax policies to support taxpayers and making maximum efforts to complete the state budget revenue estimate, from now until the end of the year, the Tax Department organizes to fully and promptly implement the policies expected to be issued in the fourth quarter of 2021 to support taxpayers affected by the impact of the Covid-19 epidemic on tax exemption for business households and individuals in quarter III, IV-2021; reduce value-added tax, corporate income of a number of industries; exempting late payment interest; etc.

Focus on reviewing revenue sources related to land use levy and land rent; coordinate to resolve the dossiers arising land rent and land use levy records, thereby promoting the increase of land revenue, especially land rent. Strengthening the collection of individuals who still owe land use levy which is due but has not yet been paid. Mobilize individuals to debit to pay in advance to the state budget. Strengthen the urge to collect debts of enterprises whose tax amounts are extended according to Decree No. 41/2020/ND-CP.

Continue to take advantage of the direction of local authorities, strengthen close coordination with provincial departments, agencies in solving problems related to land and timely recovery and handling of land-using debts; urgently review and submit to competent authorities to handle charged-off debt and cancellation of debt according to Resolution 94/2019/QH14 of the National Assembly.

Focus on checking tax declaration dossiers at tax offices to promptly request taxpayers to make additional declarations of false declarations and understatement of tax obligations in order to minimize tax appropriation and loss of state budget revenue; inspect, review and strengthen measures to prevent and handle taxpayers who are at risk of buying, selling and using illegal invoices.

Monitor and closely monitor the revenue generated in October, November and December 2021, especially the revenue arising from construction contracts from projects and works in progress. Reviewing revenue sources that still have room and potential to increase revenue, revenues that still have problems with mechanisms and policies to closely coordinate with agencies and units in the province and the General Department of Taxation. strongly implement projects to handle and urge timely revenue into the state budget for revenues from land, natural resources, minerals, fees and charges, other budget revenues, so on especially to offset a part of state budget revenue deficit caused by the Covid-19 epidemic.

Pay attention to the projects that expire tax incentives, new projects arising, arrears according to the recommendations of the Auditing and Inspection agencies, etc. Stick to the debt collection goal, attach the collection results debt to each individual in charge of the work; keep abreast of enterprises with big debts, follow up, and promptly handle in accordance with regulations. Currently, the situation of Covid-19 epidemic in the province is under control.

Accordingly, the Tax Department continues to carry out the inspection at taxpayers' headquarters for businesses with high tax risks, signs of buying and selling invoices, transferring prices, and businesses having suspicious bank transactions, business results have suffered losses for many years but have expanded production and business, collected correctly and in full tax, have concluded the inspection and examination, not to extend to next year.
