According to Vice Chairman of the Long An People's Committee - Pham Van Canh, the Scheme on HAAD associated with restructuring the agriculture sector is a breakthrough program of the province, a right direction to develop the provincial agriculture sector in the direction of enhancing strategic and sustainable added value, solving immediate- and long-term problems in order to implement agricultural restructuring.
This is a very difficult content because it is a new program with no precedent, both implementing and learning from experience, and the direct target is farmers. Therefore, it is not easy to change their farming practices, it needs patience and persistence. After more than 4 years of implementing the project, the biggest problem is to change the perception of both the political system and the people although the implementation results are still slow compared to the requirements.
Although the project's targets for 3 trees and 1 animal have basically met the quantitative targets, there are still many difficulties
The total investment capital for development (public investment) arranged for the hi-tech application farm works is more than 19.8 billion VND. Up to now, the whole province has 22,320.8 hectares of hi-tech application rice, of which 11,411 hectares synchronously applied mechanization and advanced techniques, 100 percent of the area is using high-quality seeds, meeting the certified standards with 80 - 100 kikos per hectare.
In terms of vegetables, the province has about 2,092.5 hectares of hi-tech application production and has built 8 safe vegetable chains in the hi-tech application vegetable production areas. Dragon fruit tree in the province has 2,082.05 hectares. Compared to rice, vegetables and dragon fruits, the implementation of hi-tech application application in beef cattle farming is facing many difficulties, but 2 pilot cooperatives, 16 cooperative groups and 10 hi-tech application pilot models in feeding beef cattle.
“Although the project's targets are over 3 plants, 1 animal basically met the targets in terms of quantity, some targets exceeded the plan (rice reached 111.6 percent; vegetables reached 104,6 percent; dragon fruit reached 104.1 percent) but the quality of the inside did not meet the requirements, especially building pilot cooperatives and typical cooperatives. Up to now, there is still a target that has not been fulfilled, which is to support the formation of 1-2 hi-tech incubators.
In addition, it is worth paying attention to the farmers’ perception of production linkage that has not really changed, especially the ideology of relying on the State's support and the cooperatives to receive the mechanisms and policies. Failure to comply with the production process, the reputation in implementing a linkage contract between enterprises and farmes still occurs.
Some demonstration models of performing hi-tech application production are initially implemented effectively, but when they are replicated, they face difficulties in the people’s reciprocal capital due to lack of capital. The enterprises lack clean land fund to attract investment to be the driving force for the agricultural sector.
The hi-tech application agricultural enterprises are a few and not many research and application of modern technologies in preliminary processing and processing to improve production productivity. The coordination between branches and levels is still sporadic, thus promoting the efficiency is not high, not promoting all investment resources”- Mr. Canh added.
In Can Giuoc district, after implementing the scheme to date, initially positive changes, farmers actively convert from low-efficient rice land to higher economic efficiency crops and animals. Currently, the district has 28 cooperatives, of which Phuoc Thinh Agriculture Production and Trade and Service Cooperative is the province's pilot cooperative and has 95 production teams. Among the 28 cooperatives, there were 7 vegetable cooperatives certified VietGAP standard, 3 cooperatives certified for safe chain vegetable production, 4 cooperatives and cooperative groups implementing VietGAP. Accumulated to date, the whole district reached 980.24 hectares of applying high technology.
According to the Head of the Division of Agriculture and Rural Development of Can Giuoc district - Ngo Bao Quoc, the district also faced such many difficulties as the scattered residents, fragmented land, high transfer prices besides the achieved results. The complicated transfer situation due to near Ho Chi Minh City, it is difficult to invite businesses to invest in this field.
Therefore, the hi-tech application only stops at the farmer level, so the scope of application is still narrow, limited to some contents. There is no enterprise that has really become a leading enterprise, providing sufficient demand for plants, breeds, raw materials and materials for agricultural production. Over the past time, the district has paid attention to supporting to establish many cooperatives, but only a few are really effective.
Continuing the implementation
In order to implement and perform the scheme effectively in terms of quality in the coming time, Mr. Pham Van Canh suggested that branches and localities need to pay attention to consolidating and developing cooperative groups, cooperatives, pilot cooperatives, typical cooperatives was formed in the period 2017-2020; coordinated to implement, be a spreading point of the project in the period 2021-2025; cooperated the production in the direction of the commodity value chain to improve the potentials and strengths of concentrated commodity production regions in accordance with the goal of developing agricultural restructuring and towards the development of organic agriculture for domestic consumption and export.
For the linkage of production and consumption of agricultural products between enterprises and farmers must be sustainable, attach importance to mutual trust and have the unity and harmony of interests between parties involved in the association; Regular meetings and dialogues between parties involved in production and consumption chains to promptly remove difficulties and problems for the parties relating to value chain.
The departments, branches of the province and localities should intensify the mobilization and call for enterprises to invest in the fields of agriculture, forestry, fishery, production, processing, and act as a locomotive to promote the development of agriculture and rural; guide and support some enterprises that are wishing to invest in the field of agricultural production and processing of agricultural products to attract investment in this field, especially enterprises implementing the production, processing and consumption chains.
In the period 2021-2025, the province continues to implement the Scheme on hi-tech application agricultural development in combination with the restructuring of the agricultural sector, building new-style rural, in which the area is expanded and the crops of implementation: Rice 60,200 hectares; dragon fruit 6,000 hectares; 3,000 hectares of lemon trees; maintaining 2,000 hectares of hi-tech application vegetables; 100 hectares of hi-tech application shrimp and beef cattle"./.
