Long An: 98 percent of dossiers solved on time as announced on system by the end of August 2019

Over the past 9 months, the task of directing and organizing the implementation of tasks under the orientation of the Central Government and the provincial People's Committee on information technology application and building e-government has been focused on implementation; completed many basic targets on information technology application in 2019.

Currently, over 97% of cadres and civil servants at all levels are equipped with computers to serve their work; 19 out of 19 departments, branches, 15 out of 15 People's Committees of districts deployed intranets, firewalls, and specialized data connection networks to serve the common information technology applications of the province, transmission line from 5 Mbps to 32 Mbps; completed the connection of specialized data transmission network to 100 percent of communal People's Committee (checking the whole system, expected to officially put into operation by the end of September 2019).

From 2012 till now, the document management and administration software have been implemented synchronously for 100 percent of People's Committees at all levels and specialized agencies and sub-agencies, ensuring the connection throughout the province and has successfully been connected with National Text Link for sending and receiving electronic documents. The situation of using the software has changed positively, promoting good efficiency over the years, helping to limit copying of paper documents, saving time and costs.

From early 2019 to August 28, the percentage of electronic documents exchanged between state agencies continued to maintain well with 129,046 out of 142,504 outgoing documents, reaching 90 percent (exceeding the target set by 2020, 80 percent, an increase of 1 percent compared to 2018).

One-stop-shop software is deployed at the provincial Center for Public Service; 17 departments and branches; 100 percent of district and commune People's Committees serve the receipt, rotation and settlement of administrative procedures dossiers in the network environment, providing information for searching the status of handling administrative procedure dossiers in many forms (looking upon the provincial public service portal, phone, SMS and look up via Zalo application).

All administrative procedures dossiers are archived and circulated from public administrative centers to specialized agencies at provincial, district and communal People's Committees through an electronic one-stop system, regardless of paper documents, shorten the time for processing dossiers for organizations and individuals.

Until August 28, 98 percent of dossiers have been processed on time as published on the system, exceeding the set targets in 2019 (an increase of 2 percent compared to 2018).

The task of ensuring network information security is always focused so that information security incidents do not occur.

At the meeting, Steering Committee members discussed the implementation of solutions to improve the quality of building e-government; gave opinions on upgrading and expanding 2-way video conferencing system to commune level; developed smart urban services in the province; upgraded, supplemented equipment, arranged working places for the provincial Center for Public Administration Service and district-level Centers for Public Administrative Service to implement administrative procedures of branches along the central level and in the direction of 4 in place; preferential policy for specialized information technology officials; and so on.

Vice Chairman of the Provincial People's Committee - Pham Tan Hoa asked the Department of Information and Communications to complete the draft soon and submit to the Provincial People's Committee to issue a document directing departments, branches and People's Committees of districts, towns and cities to focus on developing information technology application in state agencies, contributing to improving the provincial Index of PCI, PAPI, PAR.

At the same time, strengthening the propaganda on building the provincial e-government to raise awareness, mobilize and persuade people and businesses to participate and use public services provided by state agencies in the network environment; review, inspect and strengthen network information security in activities of state agencies./.
