Implementing the Directive No. 16/CT-TTg dated on March 31, 2020 by the Prime Minister on implementing urgent measures to prevent and control Covid-19 epidemic, the provincial People's Committee requested the heads of the provincial departments, sectors and branches, Chairpersons of People's Committees of rural districts, town, city and heads of related agencies and units focus on implementing the following contents immediately:
1. To isolate the whole society within 15 days from April 1, 2020 on the principle that families isolate from families, hamlets and quarters isolate from hamlets and quarters, communes isolate from communes, districts isolate from districts, provinces isolate from provinces; workshops and manufacturing plants must ensure to keep a safe distance, wear face masks, sterilize and disinfect viruses according to regulations.
People are required to stay at home, only go out when they are really needed such as buying food, foodstuff, medicine, emergency, working at factories, manufacturing establishments, business and service establishments; strictly observe the minimum distance of 2 meters when communicating; do not concentrate more than 2 people outside the workplaces, schools, hospitals and in public places; follow the recommendations of the Ministry of Health (such as washing hands with soap or disinfectant frequently; cleaning and ventilating the houses; regularly cleaning surfaces, places or contacts; having strong healthy lives). They should make medical declaration, update their health daily and keep in touch with medical facilities.
2. To temporarily suspend the following activities and services from 00:00 on April 1, 2020 to April 15, 2020 as follows:
- Lottery and game services with prizes.
- All activities of public passenger transport, contract vehicles (except for buses carrying workers), taxis and motocycles.
- Operation of all ferries in the province. Particularly, the Long Cang - An Nhut Tan ferry (managed by Can Duoc district People's Committee) and Tan Thanh ferry (managed by Can Giuoc district People's Committee): only allowed to operate in the time (Morning from 06:00 to 07:00; Afternoon from 17:00 to 18:00) to meet the travel needs of workers in industrial parks and clusters in the area.
Responsibilities are assigned for Director of the Provincial Public Security, Director of the Department of Transport, and Chairpersons of the People's Committee of districts, town and city to regularly inspect and handle to strictly implement this issue.
- The public administrative service centers at provincial and district level are temporarily stopped receiving dossiers directly. In case, it is needed to resolve dossiers, organizations and individuals can apply their dossiers through the form of online public services.
3. State agencies and units in the province will allow cadres, civil servants, public employees and laborers to use information technology to work at home, only necessary cases such as direct duty at offices, army forces, supplying essential goods and services, processing secret documents and other necessary tasks as required to work at the office; strengthen online meetings.
Head of the agencies or units decide this arrangement, they must ensure the completion of the assigned task, without delay. They are also responsible for the infection of officials and employees because of not strictly observing the regulations on preventing and controlling epidemics at the workplace.
4. The Provincial Border Guard Command cooperates with Long An Customs, Department of Health, Market Management Department and relevant functional agencies and localities to implement drastically and synchronously the direction of the Prime Minister. The Government temporarily close the main border gates and sub-border gates for people passing by from 00:00 on April 1, 2020 on the border with Cambodia. They strictly control the entry through international border gates on road border routes; all immigrants from Cambodia are required to stay in the isolation area for 14 days as required.
The previous instructions of the Provincial People's Committee on Covid-19 prevention and control are still valid; agencies and units are seriously required to implement.
Heads of provincial departments, agencies, chairpersons of People's Committees of rural districts, towns and cities and heads of concerned agencies and units are requested to urgently and seriously implement them./.
