Towards Congress with the spirit of patriotism, revolution and deep concern for each step of growth of the Party Committee as well as the development of the province; over the past several months, thousands of opinions of officials, Party members and the masses have participated in the draft political report to be submitted to the XIth Provincial Party Committee.

Over the past 5 years, with the attention and timely guidance and support of the Central Government, the Long An Party Committee and people have continued to promote the revolutionary tradition of "Loyalty, Resilience", solidarity, unity and effort to overcome many difficulties and challenges, continue to do the renovation, implement the XIIth National Party Congress Resolution and the Xth Provincial Party Congress Resolution to have achieved many important results and with great significance.

Notably, the province's economy has grown rapidly and stably; economic structure shifted in the right direction; most of the Congress targets were achieved and exceeded; breakthrough programs, key projects achieved positive results; infrastructure is increasingly complete; the appearance from rural to urban areas has been reformed and flourished, the people's material and spiritual life has been raised; the defense and security was maintained. The political system has been streamlined, improved efficiency and operational efficiency.

In addition to the achievements, in the past 5 years, the implementation of the Resolution has also faced many difficulties and limitations. That was the development of the province not commensurate with its potentials and strengths. Economic growth was not really sustainable; social investment capital mobilization has not kept pace with development requirements; management of land, construction, natural resources and environment is limited; the present socio-cultural field still had shortcomings, the life of part of the people was still difficult; security and order in some places still have complicated developments; activities of the political system still had some aspects that were not really effective; Party building and reorganization in some places has not been focused regularly, etc.

The Congress has the task of correctly and closely assessing the implementation of the Xth Provincial Party Committee Congress, pointing out the basic achievements, especially shortcomings, weaknesses, causes of these achievements and shortcomings and limitations, drawing experiences for the leadership and direction of the Party Committee and Executive Committee in the next term.

At the same time, the Congress analyzes the situation in-depth, predicts the main advantages and disadvantages in the coming time, based on those, it determines the direction, objectives, tasks and basic solutions for the period 2020 - 2025 specifically, objectively and scientifically, it ensures high feasibility, in order to accelerate the process of industrialization, modernization,  and international integration, it further improves the material and essential life for the people in the province in the coming time.

The Congress discussed and contributed practical ideas to the draft documents to submit them to the XIIIth National Party Congress; The Congress must also review the leadership of the Party Committee of session X, choose to elect the Executive Party Committee of session XI that is qualified for leadership to successfully implement the Congress Resolution.

The Congress also has the task of selecting comrades who have the standards of political, ethical, capacity and intellectual qualities to elect to the delegation of the Provincial Party Committee to attend the XIIIth National Party Congress.

With the spirit of "Solidarity - Democracy - Discipline - Dynamicity - Development", demonstrates the determination to unite, the efforts of the entire Party and people in the province, create a driving force to successfully achieve the goal of the new term: Building a clean, strong, streamlined, effective and efficient Party Committee and political system; promote the great national unity bloc; economic development associates with the implementation of social progress and equity and protection of environmental resources; to closely combine economic development with defense and security assurance, and intensify foreign affairs activities; improve the people's material and spiritual life; creating a breakthrough for Long An province to develop rapidly and stably. By 2025, the province will maintain the leading position in the Mekong River Delta and strive to become a well-developed province in the Southern key economic region by 2030.

At the Congress, Standing Deputy Secretary of the Provincial Party Committee - Nguyen Van Duoc presented the Political Report of the Executive Committee of the Xth Provincial Party Committee to submit to the XIth Provincial Party Committee Congress, term 2020 - 2025.

In the afternoon of the same day, the Provincial Party Committee Congress continued the working program to discuss in groups about the report on personnel plans of the Provincial Party Executive Committee, term 2020 - 2025 and the report on personnel plans attending the XIIIth National Party Congress; report collecting opinions discussing personnel plans of the XIth Standing Party Committee, term 2020 - 2025; etc./.
