In the health sector, the province merged the Reproductive Health Centers, Health Education Communication Centers, HIV/AIDS Prevention and Control Centers, and Pharmaceutical and Cosmetic Testing Centers to establish the Disease Control Centers under management of Department of Health. In addition, the fields of science and technology; culture, physical training and sports; Information, communication, and other economic fields are also undergoing transformations in renovating the organization and management system, improving the quality and efficiency of operations, etc.

According to the assessment of the Provincial People's Committee, after 5 years of implementing Resolution 19 of the XIIth Party Central Committee, the organizational structure and apparatus of public non-business units have been streamlined and operated more effectively, reduced the focal units and the number of deputies and people receiving salaries and allowances from the state budget. It shows the consistency in management, transparency and coverage across industries and fields, and improves the quality of operations of each unit, meeting the requirements of administrative reform.
