Vocational training for rural workers associated with models and projects on producting value chain

Despite the complicated developments of the Covid-19 epidemic, it stops many activities, vocational training for rural workers is associated with the deployment and implementation of models and projects on producting value chain according to the quality of life. The needs of businesses and economic organizations are still implemented as planned.

Director of Ben Luc Agricultural Service Cooperative (Luong Hoa Commune, Ben Luc District, Long An Province) - Tran Duy Thuan said: “The cooperative has implemented many solutions to help cooperative members and farmers have skills and the technique of planting, caring and processing lemons that ensure quality for export goods. In particular, the cooperative is planning to build a safe production chain according to the plan of the province". 

Currently, Ben Luc Agricultural Service Cooperative applies thorough mechanization in caring and processing its main product of seedless lemons. Workers here are proficient in applying equipment and machinery, understanding the characteristics of lemon trees, drugs and fertilizers to ensure safe production and effective disease prevention and control.

"In the coming time, the cooperative will promote registration to participate in the product supply chain to improve the quality of goods when participating in the market" - Mr. Tran Duy Thuan added.

Information from the Steering Committee of the National Target Program on constructing new-style rural in Can Duoc district, the district has gradually built linkage models with the goal of improving product quality, reducing production costs, reducing risks, increasing income for farmers. Recently, the district has created favorable conditions for three cooperatives to build a model of production linkage along the value chain associated with product consumption to help farmers increase profits and consume more conveniently than traditional production.

However, the main difficulty for cooperatives today is the limited management and administration capacity of the cooperative's board of directors; the cohesion and cooperation between the members and the cooperative are not close; many agricultural workers have not been trained to meet the requirements of large commodity production, operational efficiency and management are not high, so they have not really attracted people to actively participate; cooperative economic groups have not yet implemented closed linkages, but only linked one or several stages such as the supply of agricultural materials, harvesting; etc.

According to the Vice Chairman of the People's Committee, Head of the Steering Committee for the National Target Program on constructing new-style rural in Can Duoc district - Phan Van Tuong, to overcome the above shortcomings, the district's National Target Program Steering Committee for constructing new-style rural in the district coordinated to promote to train rural industries and occupations. In the past 5 years (2016-2021), the district has solved jobs for 32,350 workers. Per capita income in rural areas is currently more than 62 million VND per year.

The whole district has 16 out of 16 communes meeting income criteria. Implementing the OCOP program, up to now, the locality has selected 3 products to participate in the program: Co Chau fresh sausage, Long Khe mustard greens and Mien Tay Xanh lepironia articulata straws. The district proposes to the central government and the province to continue balancing and allocating non-business capital for training officials and careers for rural workers.

Regarding the development of industry and services in rural areas, in recent years, Can Duoc district has focused on implementing policies to attract investment and encourage rural industrial development, focusing on the district's strong industries and occupations such as handicrafts, mechanical welding; services for agricultural production. Vocational training institutions also focus on industries and occupations that are in high demand in the locality. Traditional industries and occupations are maintained and operated stably, contributing to creating jobs for local workers.

According to the Provincial Steering Committee for the National Target Program on constructing new-style rural, besides the achieved results, vocational training activities for rural workers still have certain limitations. That is, most cooperatives in the field of agricultural production operate with low efficiency and limited ability to connect with the market. Then, it strengthens vocational training, promotes marketing linkages between production and product consumption is the issue that needs to be quickly solved in order to complete the goal of building more production chains of safe agricultural products in the province./.
