Provincial People's Council supervises Department of Natural Resources and Environment on improving investment environment

On June 2, the supervisory delegation of Provincial People's Council led by Standing Vice Chairman of Provincial People's Council - Mai Van Nhieu organized thematic supervision on improving the investment environment for the Department of Natural Resources and Environment.

Receiving and working with the delegation were Director of Department of Natural Resources and Environment – Vo Minh Thanh and leaders of specialized departments.

According to the report of Department of Natural Resources and Environment, over the past time, the Department has implemented synchronous solutions to improve the investment environment. In particular, the Department focuses on promoting administrative reform related to attracting investment from businesses in the province. Up to now, administrative procedures related to the field in charge of Department of Natural Resources and Environment are transparent and under review, thereby contributing to reducing troubles in dealing with citizens, organizations and businesses, reducing administrative costs.

In planning, using industrial land and creating a clean land fund to attract investors, the Department advised Provincial People's Committee to issue a decision on the allocation of land use quotas in the 2021-2030 period. In which, land for industrial park by 2030 will have an area of 12,433 hectares with 42 industrial parks, land for industrial cluster by 2030 will have an area of 4,241 hectares with 73 clusters. Currently, Provincial People's Committee has approved the land use planning for the period 2021-2030 and the land use planning in 2023 for the district level as a basis for receiving investment in industrial park infrastructure in the province.

In addition, in recent years, Department of Natural Resources and Environment has focused on promoting site clearance, support, and resettlement arrangements to implement projects. In particular, the Department coordinates with other departments and branches to advise Provincial People's Committee to amend regulations related to compensation, site clearance and resettlement as well as strengthen land management, contributing to transfer, subdivision, and division of parcels compliance with regulations, limit land speculation and reduce land fever.

At the same time, Department of Natural Resources and Environment is focusing resources on compensation, site clearance, resettlement, and creating a clean land fund for socio-economic development. In which, the department focuses resources on completing compensation and creating a clean land fund for the Ring Road project of Tan An city and the bridge over Vam Co Tay river, Provincial road 823D, Provincial road 830E and urban development of Thanh Phu commune; Striving to complete the site clearance compensation in 2023 with an area of ​​about 927 hectares to attract investment in socio-economic development.

At the monitoring meeting, the delegates in the delegation also suggested that the department provide more information on some content related to regulations on division of plots and parcels, site clearance, current land price, mechanism to create a clean land fund, planning management, especially strengthening the coordination of districts to solve outstanding cases and problems.

Speaking at the conference, Standing Vice Chairman of Provincial People's Council – Mai Van Nhieu acknowledged and highly appreciated the efforts of the Natural Resources and Environment sector in improving the investment environment, especially the role of advising the Provincial People's Committee on related contents to reform administrative procedures, planning, land use plans and site clearance.

He also suggested that Department of Natural Resources and Environment should pay attention to the land access indicator in the provincial competitiveness index, develop public, transparent solutions for information on land access, apply simplify and standardize administrative procedures related to land in order to create the most favorable conditions for people and businesses, and focus on implementing land use plans to attract investment projects.

“The Department needs to focus on reviewing the policies of the Provincial Party Committee, People's Council and People's Committee on improving the investment environment to develop detailed implementation plans, especially key and breakthrough solutions. At the same time, Department should continue to further improve the efficiency of state management in the field of land, soon develop a set of criteria for assessing land use needs in projects as well as promptly handle projects with slow implementation in order to create a healthy investment environment", Standing Vice Chairman of Provincial People's Council - Mai Van Nhieu emphasized./.
