Continue to improve Long An's Public Administrative Reform Index

On April 17, 2024, the Ministry of Home Affairs announced the PAR Index for 2023. Accordingly, Long An province reached 89.22%, an increase of 1.81% compared to 2022, ranked 8/63 provinces and cities in the country, maintaining the ranking in 2022 and leading the provinces and cities in the Mekong Delta region. This is the result of the efforts of departments, branches and localities in leadership, direction, administration, and many innovative solutions to strongly improve PAR Index.

Many outstanding results

Deputy Director of Department of Home Affairs - Tran Hai Tuan said that among the 8 areas evaluated by the Ministry of Home Affairs, the province has 3 areas with increased rankings compared to 2022, including: Administrative procedure reform; Public service reform and the impact of administrative reform on people, organizations and socio-economic development of the province.

In the field of administrative procedure reform, the province scored 12.98/13 points, accounting for 99.84%; ranked 5/63 (an increase of 50 ranks compared to 2022, from 55th to 5th). According to the assessment of the Department of Home Affairs, to achieve this result, in 2023, the province organized and implemented well the work of controlling administrative procedures regulations, publicizing administrative procedures and related regulations; deploying and properly implementing the "one-stop" and "interconnected one-stop" mechanisms, 100% of administrative procedures are accepted at "one-stop" departments at all levels, apologizing to individuals and organizations when resolved late documents, promptly handling feedback and recommendations of individuals and organizations regarding administrative procedures under the jurisdiction to resolve, etc.

Along with administrative procedure reform, the province's public service reform also achieved quite high results. The province scored 13.6/15 points, accounting for 90.66%; ranked 1/63 ( an increase of 6 ranks compared to 2022, from 7th to 1st).

Regarding implementation, the province achieved 6/6 points for basically ensuring the arrangement of civil servants and public employees according to approved job positions; carrying out recruitment of civil servants according to regulations, completing 100% of the plan for training and fostering cadres and civil servants of the province; cadres and civil servants complying well with administrative discipline; etc.

In the field of Impact of administrative reform on people, organizations and socio-economic development, the province scored 13.51/16.5 points, accounting for 81.87%; ranked 11/63 (an increase of 15 ranks compared to 2022, from 26th to 11th).

However, some fields, criteria, and component criteria of the province in 2023 have decreased in ranking. Specifically, the province has 5 areas that are downgraded compared to 2022, including: Administrative reform direction and administration; institutional reform; administrative apparatus reform; public finance reform; building and developing electronic government and digital government.

Therefore, to maintain and continue to improve the province's PAR Index in 2024, ensuring the group of 10 provinces and cities with the highest index in the country, it requires the cooperation of all levels and sectors in the province. In particular, agencies, units and localities must promote the roles and responsibilities of their leaders, based on the tasks in the task assignment table, focus on directing the effective implementation of administrative reform tasks in 2024.

Continue to improve and enhance administrative reform indicators

According to Deputy Director of the Department of Home Affairs - Tran Hai Tuan, to continue improving the PAR Index in 2024, as the standing agency of the Provincial PAR Steering Committee, the Department of Home Affairs will urge, inspect and supervise results of administrative reform, improving and enhancing PAR Index associated with scoring and evaluating the administrative reform index of departments, branches and localities; pay attention and propose rewards to localities, agencies, and units that have good models, initiatives, and practices to improve the PAR index and Satisfaction Index of Public Administrative Services (SIPAS), Provincial Governance and Public Administration Performance Index (PAPI).

The Provincial People's Committee requires agencies, units and localities to promote the roles and responsibilities of leaders and civil servants in performing public duties; increase the participation of people from all walks of life in the process of determining the province's annual PAR Index.

The Department of Justice is the unit that leads the provincial departments and branches in the PAR index for 2 consecutive years (2022, 2023). Director of the Department of Justice - Phan Thi My Dung shared that in recent times, with the close attention and direction of the Party Committee and Board of Directors, the direction and implementation of the Department's PAR plan has been strictly, sufficiently, proactively implemented, associated with the implementation of political tasks of the unit and the sector. The policies, documents, and plans of the Government and the province on administrative reform are disseminated and thoroughly grasped in a timely manner, the planning are seriously and effectively implemented, meeting requirements of assigned tasks.

The Department's Administrative Reform Plan fully identifies administrative reform tasks in all areas according to the Government's and the province's Administrative Reform Program. The achieved results are clearly and specifically defined and identifed the implementation responsibilities of the Department and units under the Department. The level of completion of the administrative reform plan reached 100%, linking the results of administrative reform implementation with the emulation and reward work of the Department.

In 2024, the Department will continue to review, evaluate and simplify administrative procedures according to plans and regulations; announce administrative procedures/list of administrative procedures to ensure timeliness, completeness, accuracy, synchronization, transparency, consistency and on time; publicly post administrative procedures promptly, fully and clearly; strengthen inspection and supervision in receiving and resolving administrative procedures.

At the same time, the Department will continue to reform the process of handling documents within the agency and between agencies and levels; promote the provision of online public services for administrative procedures under the Department's jurisdiction.

In addition, the Department will build a team of civil servants who are ethical, clean, capable in performing public duties, and meet prescribed standards; improve the quality of the civil servants team and the quality of work handling; promote the provision of full and partial online public services; strengthen propaganda and guide people to pay online when carrying out administrative procedures.

Officials and civil servants at the "one-stop" department in Duc Lap Thuong commune, Duc Hoa district help people carry out administrative procedures

As the unit with the highest administrative reform index among communes and towns in Duc Hoa district, recently, administrative reform work has been identified by Duc Lap Thuong commune as a key task. In 2023, the commune issued a plan to implement administrative reform work with 6 contents, 22 goals, 7 areas, and 24 tasks. The specialized branches, based on each task and time of the plan, have completed tasks 24/24, reaching 100% of the set plan.

Chairman of Duc Lap Thuong Commune People's Committee - Le Huu Phi said that in 2024, the Commune People's Committee will continue to direct specialized branches to properly apply periodic reporting forms to handle documents according to the correct process, with assigned officials; guide organizations and individuals in administrative procedures. The work of receiving, processing and returning results of administrative documents is carried out by the commune in accordance with the prescribed processes, procedures and time. The resolution of administrative procedures takes place quickly and neatly. The service attitude of civil servants receiving citizens is warm and polite. In particular, the commune will continue to maintain, implement and improve the quality of the model: greet, smile, listen, guide, thank, apologize for officials and civil servants for the 2021-2026 term of the People's Committee of Duc Lap Thuong commune.

The model contributes to improving the implementation of discipline, administrative discipline, and sense of responsibility in public service activities of officials and employees at the unit. Thereby, creating a strong change in the awareness, responsibility and service attitude of civil servants and workers in contacting and handling administrative procedures for organizations and citizens, contributing to improving satisfaction from people and businesses, improving the local administrative reform index./.
