Long An develops Socio-Economic Development Plan and State Budget Estimates for 2025

Long An People's Committee has just issued a Directive on developing the Socio-Economic Development Plan and State Budget Estimates for 2025.

Plans of sectors, fields and localities must be consistent with relevant planning according to the provisions of law, striving to achieve goals according to provincial planning and the socio-economic development plan of the province.

In order to create a favorable premise for socio-economic development in the next period and folow Directive No. 17, dated May 22, 2024 of the Prime Minister on building socio-economic development plans and State budget estimates for 2025, Chairman of Long An Provincial People's Committee requested provincial departments and branches, People's Committees of districts, towns and cities to maintain high concentration and closely monitor international, domestic and provincial situations; continue to handle and overcome limitations and weaknesses, and promote the results achieved; Based on the goals and tasks of the 5-year plan 2021 - 2025 and the situation and results of implementation to date to clearly define requirements, goals and tasks to develop socio-economic development plans and budget estimates in 2025 with the highest determination, drastically, synchronously and effectively deploying the set goals, tasks and solutions, contributing to the successful implementation of the 5-year plan 2021 - 2025 according to the Resolutions of Provincial Party Committee, Provincial People's Council.

Accordingly, requirements for the assessment content of the 2024 socio-economic development plan must closely follow the goals, targets, and development orientations set out in the 5-year socio-economic development plan 2021 - 2025 and Resolutions of the Party Executive Committee and People's Councils at all levels (for localities) on socio-economic development in 2024.

Assessing the true nature, ensure objectivity, honesty, and closeness to reality on the implementation of the socio-economic development plan in 2024, comparing with 2023 and the years 2021 - 2023, including: goals and tasks on socio-economic development in the first 6 months of the year and estimated implementation for the whole year 2024; analyze and evaluate results achieved in socio-economic development, institutions, infrastructure, environment, administrative reform, digital transformation, national defense, security, etc; shortcomings and limitations, including careful analysis of subjective and objective causes; Identify key tasks and solutions in the last months of the year to promptly overcome and support production and business activities, promote growth, and improve the lives of Long An people in the last months of 2024 .

The content of building the socio-economic development plan for 2025 must be built on the basis of a complete and accurate assessment of the situation and results achieved in implementing the socio-economic development plan for 2021. - 2023, estimated implementation of 2024 results and forecast of international, domestic and provincial situations; evaluate, analyze, and forecast the ability to complete goals and targets set out in the 5-year plan 2021 - 2025; focus on promptly monitoring and forecasting developments in the world, domestic and provincial situations to prepare appropriate scenarios, solutions and countermeasures to minimize negative impacts that may affect the province's socio-economic development goals. On that basis, determine the goals, tasks and targets of the 2025 socio-economic development plan, closely follow the Party's policies and guidelines, resolutions of the People's Council and in accordance with the planning of Long An province in the period 2021 - 2030, with a vision to 2050, aiming to achieve the highest goals of the 5-year socio-economic development plan 2021 - 2025.

2025 is the last year of implementing the 5-year socio-economic development plan 2021-2025. The proposed goals, orientations and solutions must closely follow and concretize the main viewpoints, goals, tasks and solutions according to the Resolution of the 11th Provincial Party Congress; At the same time, it must be groundbreaking, innovative, strong, drastic, and more effective; In particular, priority is given to promoting economic growth, focusing on implementing 3 key projects and 3 breakthrough programs; promoting improvement and remove institutional difficulties and obstacles; thoroughly decentralizing power, ensuring feasibility, synchronization, and suitability for implementation; mobilizing and effectively using resources, promoting investment in the form of public-private cooperation, promoting self-reliance of agencies and units, and closely linking socio-economic development plans and public investment planning; determined to successfully implement the goals of the 5-year plan 2021 - 2025.

Tasks and solutions must be specific in terms of content, time, implementation progress, completion, presiding unit, and coordinating unit; At the same time, it must be clearly quantified such as disbursement rate, shortened administrative procedures, streamlined payroll, etc.

Plans of sectors, fields and localities must be consistent with relevant planning according to the provisions of law on planning, striving to achieve goals according to provincial planning and the socio-economic development plan of the province, 5-year plan on local socio-economic development; suitable to the characteristics and level of development of each industry and locality; closely follow forecasts and evaluate the situation and context in the province, domestically and internationally in the coming period; ensure the inheritance of achieved achievements, innovation and absorption, approach common development trends of the region and the world as well as overcoming shortcomings and limitations in implementing socio-economic development tasks.

Provincial and local departments, branches and localities must propose indicators according to the industries, fields and localities they are responsible for, ensuring they belong to the national statistical indicator system; ensure the ability to collect information, continuously monitor, and periodically evaluate; avoid proposing complex specialized indicators, mainly for research purposes; ensure feasibility, ease of understanding, and ability to compare with past data; ensure close cohesion and directly reflect the implementation of key tasks and solutions; be consistent with practice.

In case the proposed indicator does not belong to the national statistical indicator system, it must have a clear definition, concept, and calculation method in accordance with regulations, ensuring accuracy, synchronization, and consistency of information, statistical data on a national scale, serving the work of monitoring, evaluating, planning, ensuring resources implemented on the principle of savings and efficiency./.
