The "Solutions to improve the efficiency of domestic solid waste treatment" session
Speaking at the meeting, Secretary of Provincial Party Committee, Chairman of Provincial People's Council - Nguyen Van Duoc said that in recent times, although the work of solid waste treatment in the province has been paid attention to, the results achieved still has many limitations, inadequacies, problems and is not really sustainable.
The Provincial People's Council had supervised and issued a thematic Resolution after supervision (Resolution No. 66, dated December 1, 2023 of the Provincial People's Council on the results of thematic supervision of solid waste treatment in the province).
According to Director of Department of Natural Resources and Environment - Vo Minh Thanh, currently, the operation of waste treatment plants in the province includes Tam Sinh Nghia waste treatment plant, Vinh Hung waste treatment plant, and Tan Hung district and Kien Tuong town waste incinerators do not meet the province's capacity.
However, waste treatment plants can only process about 475 tons/day out of the total volume generated in the province of 800 tons/day. Besides, treatment technology also does not meet environmental protection requirements. The treatment technology of Tam Sinh Nghia Factory and Tan Hung District Waste Incinerator, Kien Tuong Town Waste Incinerator only burns by heating, so the generated emissions are not thoroughly treated and the amount of ash and slag generated during the burning process often causing environmental pollution in recent times.
Particularly, Vinh Hung waste treatment plant has carried out the work of classifying organic waste to include it in the composting process; The remainder is inorganic waste that is put into a sanitary landfill; leachate for reuse (surface irrigation pump in the composting process), so there is a potential risk of causing environmental pollution. In addition, an amount of waste generated in Can Giuoc and Can Duoc districts is transported to Ho Chi Minh City for processing.
The explanation session will continue to provide solutions and directions to effectively implement Resolution No. 66 of the Provincial People's Council. In particular, Long An will focus on evaluating and clarifying shortcomings, limitations, problems and providing feasible solutions to 5 issues related to household solid waste treatment. They are Planning and investment in waste treatment areas; Solid waste treatment technology; Propaganda work to raise people's awareness and consciousness; Collecting, transporting and classifying waste at source and issues to finance for waste treatment (such as setting up sets, collecting fees, signing contracts, making payments, etc.). All for the goal of solving the problem of domestic solid waste treatment in the province in a sustainable, technological way; Increase local initiative, limit excessive dependence on Ho Chi Minh City as currently.
At the meeting, delegates of the Provincial People's Council raised questions related to the management of domestic solid waste treatment activities in the area that voters were interested in, such as the planning of waste treatment areas in the province; Investment progress in construction of a number of solid waste treatment zones; solutions to call and mobilize social resources, attract investment, select and receive solid waste treatment plant investment projects; waste treatment technology; propaganda work and mobilization of people to participate in waste classification; implementation costs; etc.
