Decision No.688/QĐ-UBND on the establishment of a field hospital and concentrated quarantine area to prevent the Covid-19 epidemic

According to the decision, this 100-bed hospital and quarantine area has their own legal status and seal, located at the Provincial Military School (quarter 4, Ben Luc town, Ben Luc district).

The hospital and concentrated quarantine area monitor and quarantine within 14 days of people returning from the epidemic area; treat and quarantine people infected with Covid-19 epidemic. At the same time, they classify people who are at risk of infection to enter the quarantine area or field hospital. During isolation, if patients have symptoms of cough and fever, they will be treated at the field hospital. This place also provides emergency and treatment for those who have no symptoms of respiratory distress; in severe cases, the patients will be transferred to Long An General Hospital for treatment. In case of Long An General Hospital is overcrowded, patients will be treated at the field hospital.

The field hospital and concentrated quarantine area operate under the direction of a Board of Directors including 4 members (Mr. Bui Quoc Dung - Deputy Director of Long An Department of Health is the  Director of the field hospital and concentrated quarantine area). Their staffs are from the Provincial Military Command (41 staffs) and the Department of Health (30 staffs), including the Board of Directors, the specialized departments and service personnel. Depending on the number of quarantined people and the patients, the number of staff will be adjusted.

The field hospital and the quarantine area have 7 functional and specialized departments. In particular, there are 20 quarantine rooms to monitor people coming from epidemic areas.

The field hospital and the quarantine area requisition the facilities of the Provincial Military School; invest, renovate facilities or requisition medical equipment; buy medicines, medical supplies, chemicals and biologicals at medical units under the Department of Health or other medical units in the province. The Department of Health anticipates and timely buys medical equipment, drugs, and chemicals, and so on.

The Department of Health directs the health check, classifies all cases of entry from epidemic areas. When detecting suspected cases, they will be quarantined and sampled for testing. The field hospital and the quarantine area ensure health care for the quarantined people, the patients, the medical staffs and the community; treat patients according to the regulations of the Ministry of Health.

The Provincial Military Command takes the lead and coordinates with relevant agencies and units in preparing the living places, facilities, means of transport and other conditions for Vietnamese citizens returning from the epidemic areas; transporting, receiving and managing the quarantined people. The Department of Finance coordinates with the Department of Health to advise and propose the Provincial People's Committee to allocate funds for facilities, equipment, medical supplies and operational funds for the field hospitals and concentrated quarantine areas./.
