Departments, branches and localities of Long An province are focusing on solutions to increase state budget revenue with the determination to complete the assigned revenue estimate at the highest level, striving to achieve total state budget revenue of 24,000-25,000 billion VND by the end of 2024.
State budget revenue achieves positive results
According to the Department of Finance, by the end of September 2024, the total state budget revenue of Long An province is 19,621 billion VND, reaching 92.9% of the central budget estimate, 92.2% of the provincial People's Council's estimate, increased 42.7% over the same period in 2023. Of which, domestic revenue is 16,519 billion VND, reaching 94.2% of the central budget estimate, 93.3% of the provincial People's Council's estimate, increased 44.7% over the same period; revenue from export and import is 3,012 billion VND, reaching 86.4% of the central budget estimate and the provincial People's Council's estimate, increased 32.6% over the same period.
It is estimated that for the whole year, the total state budget revenue in the province will reach 24,680 billion VND, striving to reach VND 25,000 billion. In particular, in the first 9 months of 2024, revenue from land use fees increased by 336.1%, reaching 4,923 billion VND, exceeding the estimate assigned by the Central Government and the Provincial People's Council, contributing to the growth rate of domestic revenue compared to the same period

By the end of September 2024, in 13/16 fields, tax revenue is higher than the average collection rate of 9 months. In particular, the revenue from land use fees is outstanding with 4,923 billion VND, reaching 149.2% of the estimate; Revenue from state-owned enterprises is over 450 billion VND, reaching 104.6% of the estimate; revenue from foreign-invested enterprises is over 1,903 billion VND, reaching 81% of the estimate, and revenue from lottery is 1,686 billion VND, reaching 89.2% of the estimate.
However, there are some fields with lower revenue compared to the average such as revenue from capital recovery, dividend revenue, after-tax profit, and the difference between revenue and expenditure of the State Bank because this field mainly collects from after-tax profit from the State capital share at Lavie Company Limited in the last months of 2024.
Regarding the revenue results of localities, the total district-level budget revenue reached nearly 4,418 billion VND, reaching 81.6% of the estimate and 6.6% higher than the average progress of 9 months.
In particular, in the first 9 months of 2024, the total state budget revenue of 5 key localities including Ben Luc, Can Duoc, Can Giuoc, Duc Hoa and Tan An City reached nearly 3,324 billion VND, accounting for 75.2% of the total revenue of 15 localities and reaching 81.2% of the assigned estimate.
According to the results of state budget collection by the end of September 2024, total state budget revenue, domestic revenue, balanced revenue including revenue according to budget decentralization all reached and exceeded the average collection progress, higher than the same period. In particular, the district-level budget collection situation has improved every month; by the end of September, district-level state budget revenue has reached and exceeded the average collection progress, 1 district has reached and exceeded the estimate.
However, Mr. Ho Quoc Cong also said that although the state budget revenue in the first 9 months of 2024 was very positive, the domestic and foreign economic situation was forecasted to have many difficulties, complications and unpredictable developments. District budget revenue has improved significantly compared to previous months, but 2/15 districts, towns and cities have total state budget revenue lower than the average collection progress. Therefore, in the last months of 2024, districts, towns and cities must make real efforts and have a high determination to complete the 2024 revenue estimate.
According to the Department of Finance, the total state budget revenue in the province in 2024 is estimated to reach 24,680 billion VND. However, the Department is currently urging sectors and localities to focus on deploying and synchronously implementing solutions and measures to manage revenue, prevent revenue loss, ensure correct, full and timely collection of revenue arising according to regulations, especially promoting the exploitation of revenue sources with room for expansion of new revenue bases, striving to achieve total state budget revenue by the end of 2024 from 24,000 to 25,000 billion VND, of which the balanced state budget revenue in 2025 is about 5-7% higher than the estimated implementation in 2024 to ensure resources, meet expenditure tasks according to the estimate, perform well the expenditure work to create resources for salary reform and ensure funding for unexpected tasks arising. |
Focusing on solutions on State budget collecting
In Kien Tuong town, by the end of September 2024, the total state budget revenue in the town was only 102.644 billion VND, reaching 59.34% of the town's plan and 77.19% of the province's estimate. In particular, the town encountered many difficulties in land use fee revenue.
According to the Chairman of Kien Tuong town People's Committee - Nguyen Van Vu, in 2024, the real estate market "froze" leading to low revenue in these fields, greatly affecting the town's state budget revenue. However, with the highest determination, Kien Tuong is trying to implement solutions to ensure that by the end of the year, the town will meet and exceed the state budget revenue target. "In the remaining 2 months of 2024, the Steering Committee for budget collection at all levels will urgently review the specific budget collection situation, clearly analyze the causes, and update the specific implementation progress.
At the same time, the Town People's Committee will assign the specialized sector to review revenue sources, prevent revenue loss, ensure correct, full and timely collection of revenues arising according to regulations to accelerate progress to ensure that by the end of the year, the state budget revenue will reach the assigned plan" - Mr. Nguyen Van Vu said.

According to Mr. Ho Quoc Cong, in order to complete the task of collecting the state budget in 2024, the Department requested that sectors and localities continue to closely follow Directive No. 215, dated January 19, 2024 of the Provincial People's Committee on organizing the implementation, management and administration of the state budget estimate in 2024 in the province. The directions and operations of the Ministry of Finance, the General Department of Taxation, the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee in the process of managing the budget revenue estimate in 2024 are associated with proactively organizing and managing state budget expenditures, saving expenditures, tightening discipline and order, and improving the efficiency of using the state budget. At the same time, sectors and localities need to thoroughly implement regular expenditure savings, proactively review and arrange spending tasks, strive to save about 10% of the additional regular expenditure of the 2025 budget estimate compared to the 2024 budget estimate to reserve resources for urgent and arising spending tasks, perform social security tasks in the province or supplement development investment expenditures. Particularly in cases where the estimated local budget revenue does not meet the estimate, Mr. Cong requested that the People's Committee at the district level must develop a plan to report to the Standing Committee of the People's Council at the same level for solutions to ensure balance. For departments, branches and organizations, it is necessary to strengthen management to ensure the assigned budget, and minimize additional funding for expenditure tasks arising outside the budget.
In addition, for People's Committees of districts, towns and cities, in the last months of the year, it is necessary to closely and promptly monitor the development of the state budget collection situation in the area to promptly direct the state budget collection work during the management process, striving to achieve and exceed the assigned revenue estimate.
In particular, localities should not rely on just completing the state budget revenue estimate but need solutions to complete the balanced revenue target, thereby ensuring balanced expenditure in the area. At the same time, for localities with lower collection progress than the average collection progress, the Steering Committee for urging local budget collection needs to focus on urging budget collection at all levels, urgently reviewing the specific budget collection situation; clearly analyzing the causes, updating specific implementation progress to develop solutions and plans for state budget collection, ensuring that by the end of the year, the province's assigned plan is achieved./.
