Long An: Measures to prevent and control Covid-19 continued in the new situation

On April 24, 2020, the Prime Minister issued Directive No. 19/CT-TTg on continuing implementing the measures to prevent and control Covid-19 in the new situation. Following Official Dispatch No. 2341/UBND-VHXH dated April 24, 2020, in Official Dispatch No. 2423/UBND-VHXH dated April 28, 2020 on continuing the measures to prevent and control Covid-19 in the new situation, the Long An People's Committee requested the heads of provincial departments, agencies and branches, the chairpersons of the People's Committees of districts, town and city and the heads of the concerned agencies and units to implement the following contents:

1. Continue to strictly implement the items No. 2, 3, 6, 7, 8, 9 and 10 of Official Letter No. 2341/UBND-VHXH dated April 24, 2020 of the Provincial People's Committee.

2. Items No. 1, 4 and 5 of Official Letter No. 2341/UBND-VHXH dated April 24, 2020 of the Provincial People's Committee are amended as follows:

2.1. Item No.1 is amended to:
Continue recommending and encouraging people to regularly wash their hands with soap or disinfectant solution; wear a face mask when going out; keep a minimum distance of 1 meter when contacting; do not gather more than 30 people in public places, outside the workplace, schools and hospitals; People having signs of fever should stay at home, do not go to work, agencies, schools, and public places, and must immediately contact medical facilities or doctors for advice and follow the doctor's instructions.

2.2. Item No.4 is amended to:

- Activities of inter-provincial and inner-provincial public passenger transport are allowed to be reopened, but measures must be taken to ensure the safety of epidemic prevention and control according to the guidance of the transport sector, medical agencies and not to raise ticket prices. The Department of Transport was assigned to coordinate with the Department of Health to guide the implementation and intensify the inspection and handling of violations as prescribed.

- Restaurant and food services are allowed to operate again, but they must fully implement epidemic prevention and control measures under the guidance of health agencies and ensure that each service establishment does not exceed 30 people in the same a moment.

2.3. Item No.5 is amended to:

Continue to stop the following activities and services until a new policy of the provincial People's Committee is issued, including:

- The festival activities, sports tournaments, events with more than 30 people gathered in public places, stadiums.

- Meetings, events gathering more than 30 people in one room

- Cultural activities, arts, sports, tourism, religious ceremonies, beliefs gathered more than 30 people.

- Clubs, facilities, locations: Yoga class, meditation, dancing, swimming pool.

- The cinema, massage, sauna, karaoke, discos, bars, internet and video game services.

- The facilities introducing products to experience treatment.

3. The heads of agencies, units, organizations and establishments are responsible for formulating working plans for their units in an appropriate manner, ensuring safety for officials and employees; do not organize unnecessary meetings and conferences, do not delay work, especially for jobs with deadline or expired time as prescribed by law, public services for people and businesses. 

The organization of events for political, economic and social purposes is strictly necessary only when fully implementing measures to prevent and control infectious diseases under the guidance of health agencies, especially wearing face masks, disinfecting hands, sitting in distance, performing medical supervision, not organizing festivals or celebrations.

4. Departments, branches and localities strengthen inspection, examination and strictly handle irresponsible organizations or individuals or commit acts of violating regulations on epidemic prevention and control, including criminal handling (if any)./.
